Answer

Within the statutory requirements there are a range of opportunities for schools to include Sign Language within their curriculum provision.

The Area of Learning ‘Language and Literacy’ places the value on the ways in which learning another language such as sign language can improve children’s communication and literacy skills and can help them to develop cultural understanding, which is one of the key elements that underpin the Northern Ireland Curriculum objectives.

Schools can currently choose to teach Makaton, British Sign Language and Irish Sign Language. They have the opportunity to access resources and support from organisations including the National Deaf Children’s Organisation and Action Deaf Youth. Additionally, schools can use their delegated budget to engage the services of any organisation for delivery purposes.

My Department recognises the importance of British Sign Language (BSL) and Irish Sign Language (ISL) in fostering inclusivity and accessibility within our education system. A Sign Language Bill was introduced to the Northern Ireland Assembly on 10 February 2025, fulfilling a commitment in the Executive’s New Decade, New Approach agreement. My officials will want to consider the impact and operational practicalities of the proposals, including the impact on the curriculum.

I will continue to evaluate the role of sign language in supporting communication and accessibility for all learners. It should be noted that any changes to the statutory curriculum would require legislative amendment to the Curriculum Minimum Content Order, which would require consultation and engagement with relevant stakeholders.

Furthermore, I expect to receive a report in the coming weeks on the curriculum review, following which I will reflect on any recommendations therein.
