AQW 28697/22-27 Written question to the Minister for Communities
To ask the Minister for Communities, following HM Treasury's Green Book Review 2025, whether he will implement a similar update to appraisals in his Department to enable the more effective assessment of place-based interventions such as the (i) roll out of a national retrofit programme; or (ii) placement of new build developments.

Answer
There are currently no plans to update the approach to appraisals in my Department. The HM Treasury Green Book Review was published on Wednesday 11 June 2025. The review notes that HM Treasury will establish a new joint taskforce to develop the approach to place-based business cases and oversee their implementation. It is too early to say if, or how, the approach to appraisals within the Department for Communities may change. Appraisal guidance for NICS Departments issues centrally from the Department of Finance and my Department will engage with the Department of Finance on the issue.
